Chart sizes to its container (SVG width/height 100% over fixed viewBox) and the OPERATIONS panel chain becomes a full-height flex column in wide mode; narrow mode keeps the old fixed height. #31 e2e spec now forces scroll via SHIP SYSTEMS instead of the removed WORLD MAP overflow.
