Issue

Closes #44 — crew-driven actions engine (v0.10.0).

What this PR does

  • tasks queue + per-tick processing: crew-assigned actions with skill-dependent durations, FIFO auto-start, in-transit rules (spec: docs/superpowers/specs/2026-10-01-crew-driven-actions-design.md).
  • Costed actions are deducted at queue time; effects apply on completion via per-type resolvers (jump/explore/ship/research).
  • POST /api/turn — one turn = one tick: completes ready tasks, auto-starts queued ones.
  • Mission board: accept is instant and free; contracts complete through the queue.
  • UI: NEXT TURN button (bottom-right), team builder (lead + helpers, live duration preview), task strip (bottom-left, active + pending).

CI status (draft)

  • build + unit: green on every push.
  • e2e: expected RED until the e2e-rework task lands — the old specs still exercise the pre-queue API (immediate-effect POST /api/jump, old bodies). The rework is next in the task map; once it lands this PR should be fully green.
  • Auto-merge is requested only when the task list is complete and CI is green.

SDD task map

  • 1. crew-costs + duration formula
  • 2. tasks table (schema v7) + backfill
  • 3. queueTask validation
  • 4a. per-type resolvers
  • 4b. tickTurn + runTurn
  • 5a. jump + explore → queueing
  • 5a(ii). ship + research → queueing; mission accept instant/free
  • 5b. POST /api/turn + OpenAPI
  • 6. snapshot: tasks + /api/crew {crew, tasks}
  • 7. next-turn button
  • 8. team builder
  • 9. task strip
  • 10. e2e rework (5 scenarios; CI-only)
  • 11. Ship v0.10.0 (changelog, version, auto-merge, tag, deploy)
