Container TZ: Europe/Warsaw so cron hours are local (v0.21.10) #53

Host and container both run UTC; the owner is in Poland. The weather cron (WEATHER_CRON=0 6,12,18 * * *) was therefore firing at 06/12/18 UTC (08/14/20 local CEST) — caught by the owner before the first off-schedule report ("strefy czasowe kochane").

docker-compose.yml: add TZ: Europe/Warsaw to the bot service environment (hardcoded, same style as MESH_HOST) — cron hours now mean local Polish time, DST-aware via IANA zone; log timestamps become local too
No application code changes; WEATHER_CRON in .env stays 0 6,12,18 * * *

Verification: build exit 0, tests 180/180 unchanged, docker compose config -q valid. Lockfile untouched.
