Adds optional replyId (packet id from GET /api/messages, uint32) to POST /api/send and the MCP send_message tool. Sets TextMessage field 7 (camelCase in @meshtastic/protobufs — snake_case is silently dropped), so the recipient app renders the message as a threaded reply/quote of the referenced packet. +2 specs incl. byte-level wire-tag check; 64 tests.
