v0.12.0 crash-looped at bootstrap: MeshModule did not export MeshService and WeatherService used import type (token undefined with emitDecoratorMetadata). Adds exports, value import, a DI smoke spec (Test.createTestingModule compile), and WEATHER_CRON passthrough in docker-compose.yml.
