New src/weather module: @nestjs/schedule cron job (WEATHER_CRON, default hourly) fetches Open-Meteo current conditions for Lublin and broadcasts a one-line report via MeshService on the pinned channel. Env: WEATHER_CRON/WEATHER_LAT/WEATHER_LON/WEATHER_CITY. +4 specs.
