Extracts the v0.11.0 webhook block into notifyRx() and calls it from injectMessage too, so external systems can trigger communication via POST /api/messages when MESH_NOTIFY_CHANNEL matches (injected records use channel 0; default stays 3). Adds MESH_NOTIFY_URL/MESH_NOTIFY_CHANNEL passthroughs to docker-compose.yml.

Follow-up to #17.
