Fire-and-forget POST {text, from} to MESH_NOTIFY_URL when an RX text arrives on MESH_NOTIFY_CHANNEL (default 3). Env: MESH_NOTIFY_URL (unset/empty = disabled), MESH_NOTIFY_CHANNEL.
