Follow-up to #31 (shipped in v0.25.0).

#31 split the 78-part RU-ARK mega-region into the mainland (RU-ARK, key arkhangel-sk-lhbk unchanged) plus the two island groups (RU-ARK-NE New Earth, RU-ARK-SZ Severnaya Zemlya). The mainland part is still one region with 33 parts / ~393,256 km², and within it there is a clearly separable northern band (measured on the v0.25.0 public/regions.geo.json, centroid latitude / turf area):

Band Parts Area
lat ≥ 68 (Arctic coast — Nenets / Pechora / Taimyr side) 28 ~88,000 km²
66 ≤ lat < 68 1 ~47 km²
lat < 66 (south/west — Arkhangel'sk proper and its hinterland) 4 ~305,000 km²

Proposal. Re-coarsen the mainland into 2–4 regions — e.g. split the lat ≥ 68 band by longitude into west/center/east coastal segments (and keep the south/west as the arkhangel-sk-lhbk core), so the Arctic coast is no longer one giant region on the same choropleth level as the populated southwest.

Same constraints as #31: a pure re-grouping of existing polygon parts (no new geometry, no coordinate changes); a deterministic + idempotent pipeline stage between fill:regions and build:region-keys; regeneration of region-keys.json / region-adjacency.json (idempotent, byte-identical); fixed-point + manifest tests updated; version bump. One decision needed first: keeping the main arkhangel-sk-lhbk key stable (ownership-safe, as in #31) vs. retiring it (which would rewrite existing games' Nation.territory / SQLite rows) — the key-stability decision must be made before the split is designed.

Left open deliberately: a larger re-coarsening effort than the #31 island separation.

Follow-up to #31 (shipped in v0.25.0). #31 split the 78-part `RU-ARK` mega-region into the mainland (`RU-ARK`, key `arkhangel-sk-lhbk` unchanged) plus the two island groups (`RU-ARK-NE` New Earth, `RU-ARK-SZ` Severnaya Zemlya). The mainland part is still **one** region with 33 parts / ~393,256 km², and within it there is a clearly separable northern band (measured on the v0.25.0 `public/regions.geo.json`, centroid latitude / turf area): | Band | Parts | Area | |---|---|---| | lat ≥ 68 (Arctic coast — Nenets / Pechora / Taimyr side) | 28 | ~88,000 km² | | 66 ≤ lat < 68 | 1 | ~47 km² | | lat < 66 (south/west — Arkhangel'sk proper and its hinterland) | 4 | ~305,000 km² | **Proposal.** Re-coarsen the mainland into 2–4 regions — e.g. split the lat ≥ 68 band by longitude into west/center/east coastal segments (and keep the south/west as the `arkhangel-sk-lhbk` core), so the Arctic coast is no longer one giant region on the same choropleth level as the populated southwest.
