Fixes #85

Plane wear was dropping too fast in practice — WEAR_PER_KM reduced 10× (0.005 → 0.0005), so a plane now needs ~130 typical hops instead of ~13 to break. Single balance constant; all tests derive from it, no behavior changes elsewhere.
