Summary

Issue #46 — make the right pane the same width as the left one.

CSS-only change in app/globals.css:

.app-shell grid: third column 280px → 360px (both side panes now equal; total fixed width 720px, map column shrinks by 80px)
.toasts offset: right: 292px → 372px so the toast stack stays flush against the map's right edge, clear of the widened pane

No component/JSX/test changes — no layout assertions exist in the suite (toast spec checks visibility/class only). Version bump v0.27.1 + CHANGELOG entry.
