New panel for empty flight should be on left pane — as anything with our plane.
The Relocate control (flying a grounded/empty plane to another airport) lived as a market row in the right pane. It now has its own Relocate section in the LEFT pane, between On board and Time — grouped with everything else about our planes:
LeftPane section order: Cash/Reputation → Fleet → On board → Relocate → Time
Testids byte-identical (relocate-plane / relocate-dest / relocate-go), same .market-row-relocate classes (global CSS, works in the 360 px left pane)
The one-time /api/airports fetch moved with its only consumer (the destination select); RightPane cleaned of all relocate state
Busy gating rewired to LeftPane's own useGameAction instance; map-popup relocation controls (airport-popup-*) untouched — separate surface
E2E
No locator changes needed (all global testids) — e2e/relocation.spec.ts first test title + header comments updated to reflect the new placement.
